Déclaration de candidature à l’ élection de 2011 au Cameroun
Je signale que je ne serai candidat que si aucun des candidats ne reprend mes propositions
mes raisons sont: l’ amelioration des conditions de vie des Camerounais, la relance économique et
l’ espoir
1 Augmentation des salaires de tout travailleurs dans le secteur publique ,parapublique et privé de
100% pour retrouver les salaires avant la dévaluation du franc CFA de 1993 .
2 Renégociation des privatisations du gouvernement actuel, rachat de certaines entreprises mal
vendues
avec montage financier permettant aux honnêtes Camerounais de prendre le contrôle de ces
entreprises privatisées
3 Sortie de la zone franc, arrimage de la nouvelle monnaie choisie par les Camerounais . flottement
par rapport au dollar.
4 Supression de la peine de mort, proposition d’ une peine de 100 ans de prison ferme pour les
détourneurs de fonds publiques ,parapubliques et privés .Unique circonstance pour la remise de
peine ou circonstance attenuante, remboursement des fonds volés.
5 Suppression des délégués du gouvernement et instauration dans les pleins pouvoirs du maire
élu
avec création d’ une assemblée municipale nantis d’ un pouvoir favorisant la vrais vie
démocratique locale.
6 limitation des mandats à 5 ans renouvelable une seule fois et impossibilité d effectuer une
modification de cet article sous peine d’ une peine de prison 100 ans.
7 via financement publique création de 100 entreprises à capitaux mixtes états partenaires
Africains privés dans les secteurs clé de notre économie: agriculture, industrie, mines… pour
commencer la transformation de nos richesses ces 100 entreprises seront le socle de notre
développement , certaines existantes passeront en majorité sous capitaux nationaux grâce aux
rachat d’ actions exemple, les brasseries, nouvelle de gestion de nos barrages hydro-électriques…
8 Création d’ une industrie militaire dans le but de produire et entretenir les instruments et
matériaux militaires: construction des engins, navires, armes… début d’ un complexe militaire
industriel. géré par l’ état major inter-armée objectif faire du Cameroun un vendeur d’ armes à bref
échéance, l’ armée Camerounaise regorge de bons ingenieurs en armemant et physiciens…
9 Instauration d’ un conseil supérieur de la magistrature composé de magistrats élus par leurs pairs
pour 5 ans chargés de nommer les juges et de suivre leurs carrières
10 Fin de la garde présidentielle comme une force importante et passage de la garde présidentielle
au ministère de la défense sous le commandement de l’ état major des armées afectation dans la
securité des citoyens
11 Séparation des pouvoirs entre le législatif, l’ exécutif et le judiciaire.Les libertes et les droits de
chacun doit etre respecte j entends liberte d expression ,liberte de la presse…
12 Création d’ une compagnie aérienne et d’ une marine marchande le Cameroun doit être présent
dans les airs et mers du monde
13 renégociations de toutes les licences: forestières, industrielles agricoles… et exclusivités, fin
des monopoles et monopsones étrangers
14 augmentation des prix d’ achats des produits agricoles et d’ élevages d’ exportations à 75% des
prix d’ achats de la campagne précedente, avec subvention au cas ou le marché est défavorable
avec pour objectif doublement de toutes nos productions : café ,cacao, hévéa,banne, porc , bovins,
coton… avec installation par les nationaux financés par l état des industries de transformation sur
place il faut trouver des mecanismes financiers permettant de palier à l’ insuffisance en capitaux de
nos entrepreneurs enfin d’ équilibrer les rapports de forces.

locaux, pour être des vrais agents et animateurs du développement du pays

ou il y a nos consulats et encouragement des opérateurs économiques camerounais à créer des
banques et des écoles camerounaises dans les pays ou cela est possible enfin de ne pas couper le
lien entre Camerounais et attirer les capitaux des camerounais de l’ étranger à investir au
Cameroun
20 création d’ une industrie commerciale musicale et audio visuel capable de bien se vendre sur
notre continent et à l’ étranger pour cela création d’ une agence culturelle chargée de financer les
productions audio-visuelles
21 création d’ un fond de 400 milliard de franc cfa pour micro crédit, immatriculation de toutes
activités informelles avec création d’ une banque et caisse d’ assurance maladie et retraite.
22 fin de l’ utilisation des militaires dans le maintient de l’ ordre, une vraie démocratie n’ utilise pas
ses soldats pour cette besogne
23 fin des courbettes et tous les signes assimilés à la sacralisation à la personne du président, fin
des folklores pour les receptions des invités à l’ aeroport, les rues. Fin des signes comme baisser
la tête, utilisation des mots son excellence, simplification du protocole à sa simple expression

24 modification des contenus de l’ éducation avec enseignement et financement pour la vraie
histoire de l’ Afrique. Commission des experts historiens avec pour but la refonte du contenu de l’
éducation en fonction de notre histoire, privilégier les ouvrages Africains.
25 doublement de la voie routière Douala Yaoundé, rénovation du chemin de fer Douala Gaoundéré
avec prolongement jusqu’ à Ndjaména, Bangui, Libreville, bitumage de la voie nous liant au Nigeria
26 Transformation de la fonction présidentielle en VRP voyageant avec des hommes d’ affaires
Camerounais et aidant à la conclure des contrats partout dans le monde, le président que je serais
essayera de vendre les entreprises et produits Camerounais et Africain partout dans le monde, de
même que le gouvernement.
27 exclusivité de la vente du pétrole et richesses minières par des sociétés d’ état, transparence
dans la gestion et l’utilisation de ses fonds pour soutenir la croissance et les investissements

29 Création d’ un vrai poste de premier ministre chef du gouvernement chargé de conduire la
politique économique du pays conformément à sa majorité>>> parlementaire
30 modification de la constitution pour limiter les pouvoirs du président de la république et
institutionnaliser le rôle du premier ministre comme celui qui conduit la politique du gouvernement
cela suppose que nous entrons dans un régime parlementaire, l’ assemblée nationale, le sénat, l’
assemblée régionale: les pouvoirs ,la décentralisation effective, la justice et le rôle du procureur
de
la république definition de son lien avec le ministère de la justice.
31 Création d’ une caisse de sécurité sociale et d’ assurance maladie pour tous les Camerounais
32 proclamation de l’ état de droit et devoir
33 reconnaissance officielle des héros camerounais et Africains qui ont lutés pour la libération du
cameroun et l’ Afrique
34 fin des intimidations et usage des services de l’ état dans les buts partisans et répressifs ayant
pour objet de taire la contradiction ou la pensée unique
35 redéploiement de nos missions consulaires dans le but de faire respecter les droits de nos
compatriotes et vendre made in Cameroun à l’ étranger

40 nationalisation du PMUC 50% pour l’ état et 30% pour les nationaux 20% pour les étrangers et
développement des courses nationales avec création des hippodromes et Arras camerounais,
promotion de l’ élevage des poulains camerounais et Africains
41 Création d’ une mutuelle et fond chargé de créer des infrastructures sportives et écoles de
sport dans chaque région avec un bac football et sportif pour faire de nos sportifs des vrais agents
de développement
42 instauration de la majorité à 18 ans égalité homme femme dans tous les secteurs de la vie quand
cela est possible
43 augmentation des pensions de retraite de 100%, instauration d’ une pension de solidarité
forfaitaire de 30.000F cfa par mois pour tous ceux qui ont 60 ans passé et n’ ont pas travaillé de
maniere formelle à travers un annexe de la cnps des non salariés
44 Creation d’ une caisse d’ assurance complementaire
45 interdiction de la vente aux mineurs tabac et alcool, interdiction de la publicité du tabac et
alcool sur tous les medias publiques et privés et fumer dans les lieux publiques
46 Pour tous les travailleurs l’ âge de la retraite complète est à 60 ans, cotisation 40ans pour une
retraite complète
47 adhésion direct à l’ idée des états unis d’ Afrique transfert à union africaine de notre politique
étrangère et incitation avec ceux qui le veulent à la création des états unis d’ Afrique immédiat si
cela est le souhait des Camerounais
48 refonte de la conac pour plus d’ efficacité sur le terrain avec embauche de plus de 2500 agents
et inspecteurs reparti sur les 10 régions aidé par tous services de police, gendarmerie et justice
49 mobilisation de tous les Camerounais volontaires étudiants fonctionnaires dans l’ information
èducative porte à porte de la lutte contre le sida et mobilisation des médias pour la collecte d’
argent et divers pour les malades du sida démunis, instauration d’ un jour par ans contre ce fléau
et financement de l’ état pour la récherche mobilisation de nos chercheurs dans la recherche des
thérapies et du vaccin contre le sida
50 valorisation de nos chercheurs contre nos maux et recherche appliquée pour faire du cameroun

de cette Afrique qui attend des autres pays tout nos universités seront des pôle d’ excellence de la
recherche
51 Valorisation de nos coutûmes, traditions et savoirs ancestraux dans le but de faire d’ elles une
alternative aux maux du monde, valorisation de nos autorités traditionnelles avec un fond charger
de leur donner les moyens de participer au développement du pays finit les allégeances
systématiques du pouvoir traditionnel au président
52 Renforcement de la coopération internationale avec tous les pays du continent Africain ,
Européens particulièrement la France et les États unis, prise en compte de notre potentiel
intellectuel car plus de 50.000 camerounais de très haut niveau participe au progrès de plusieurs
grands pays dans le monde. Encouragement et aide à l’ expatriation des camerounais dans le
monde car il faut reconnaître qu’ à titre individuel les Camerounais représente une manne
importante dans le développemnet des grands pays industrialiser il faut que l’ état Camerounais
encadre et installe des structures pour permettre de défendre leur droit et préparer leur retour au
pays. 500.000 camerounais de la diapora dont l’ apport peut être important dans le développement
du pays, chercheurs , architectes ,chefs d’ entreprises, ingénieurs ,techniciens de haut niveau ,
médecins, professeur d’ université et collèges, conseillers des gouvernements locaux, régionaux j’
en passe…nous ne pouvons plus rester indiffèrent, cela peut représenter un apport de 200 Milliard
au PIB
53 Développement du tourisme par des accords avec google et certains tours opérateurs enfin de
drainer 1.000.000 de visiteurs au Cameroun soit 600 Milliard à notre PIB chaque année valorisation
nos sites touristiques, les villes baleaires Kribi, Limbe promotion et plan fort pour valoriser les
infrastructures et urbanisme de ces villes, aider nos compatriote à investir dans ce domaine avec
la création d’ un fond.
Faire un paris de faire de Yaoundé , Douala, Garoua, Maroua, Ebolowa, Bamenda, Buea,Bertoua,
Gaoundéré, Bafoussam Des capitals agreables Sans la terre rouge partout comme à Yaoundé et

54 Création d’ une agence pour l’ expatriation des camerounais de haut niveau dans le monde pour
la coopération et l’ aide aux pays nécessiteux de Cadres car il faut le reconnaître les Camerounais
sont nombreux de hautes qualifications
55 Neutralité des cadres de l’ administration des partis politiques établissement des sanctions
disciplinaires pour tous contre venant du sommet à la base de l’ administration ,assujettissement
de l’ administration publique au service des Camerounais
56 incitation de l’ orgueil national et panafricain recherche de l’ engouement populaire au service
de l’ excellence du Cameroun et l’ Afrique volonté politique de faire de notre pays, un pays
développé qui compte dans le monde dans 10 ans ou 15 ans positioner le Cameroun dans les 30
premiers pays les plus développés
57 Mise en valeur de nos terres lancement de la révolution verte faire de notre pays un grand
exportateur de cultures vivrières par les politiques de soutient et financement des agriculteurs,
création des grandes coopératives agricoles exportatrices de vivres camerounais en 5 ans mise
en culture de 5 millions d’ hectares avec l’ aide du génie militaire dans la mise en valeur des terres.

si leur contribution dans les caisses de l’état est marginal ou nulle ou auront l’ obligation de céder
50% de leur capital pour continuer à exercer au Cameroun
74 Augmentation substantiel du budget des forces armées de 50% enfin de permettre à l’ armée de
commencer à créer les bases du complexe industriel et installer un base complète de génie civil
dans chacune des 10 régions du Cameroun pour créer des routes autoroutes et chemin de fer,
ponts, en collaboration avec les entreprises nationales et privées.viabilisation des terres et
terrains, Possibilié donné à tous Camerounais de solliciter et payer les services du genie militaire
ou du service des travaux publiques pour des travaux.
75 Augmentation du budget d’ investissement de 100% enfin de promouvoir et financer la création
des entreprises et des infrastructures
76 relancer la consommation et la reprise économique par la hausse des salaires, soutient aux
entreprise en difficultés aide de l’ état et encouragement aux entreprises à investir dans les
secteurs porteur dans l’ espace Africains aide et mise à profit des contacts du président et des
ministres pour aider nos entreprises à signer des contrats à l’ extérieur dans tous les domaines.
77 prendre toutes les bonnes décisions économiques permettant notre pays à passer à une
croissance à 2 chiffres soit 18 a 19% annuel cela par les mesures favorisant l’ augmentation de
notre pnb et en intégrant la diaspora camerounaise dans le développement du Cameroun en

ingénieurs militaires en collaboration avec des pays amis
83 développement des énergies renouvelables avec l’ aide nos chercheurs installation des
stations éoliennes sur nos côtes et au nord des grands panneaux solaire et volonté politique d’
impliquer l’ état l’ armé et les camerounais à replanter les arbres dans la partie septentrionale du
pays pour stopper la désertification et en collaboration avec les pays voisins du lac Tchad
permettre à nos chercheur de faire des proposition pour stopper son assèchement et préserver la
biodiversité.
84 encourager les entreprises camerounaises à racheter les licences de production des
médicaments génériques les plus utiliser pour lutter contre la dépendance total de notre pays et à
produire localement pour le Cameroun et la sous région les medicaments de premières
nécéssicités
85 distribution dans les zones à grande fréquence paludéennes des moustiquaires imprégnés et
remettre en marche nos services hygiène et santé qui se chargeront de chercher et détruire
toutes les zones de développement des nids à moustiques, production local de moustiquaires
imprégnés pour l’ Afrique sud saharienne
86 Augmentation des recherches pétrolières et minières sur l’ ensemble du territoire et mise en
exploitation des gisements prouvés
87 reforme de l’ enseignement, installation d’ une commission représentant des enseignants
parents d’ élèves et ministère chargé de choisir les contenus et manuels scolaires en privilégiant
les manuels fabriqués au Cameroun et en Afrique suppression de l’ examen du probatoire
88 Reforme de l’ université création de nouvelles universités avec des spécialités comme histoire
et traditions Africaines, égyptologie, biologie et médecine traditionnelle, construction chaque
année de plus de 10000 chambres universitaires en collaboration avec les institutions bancaires et
entreprises .nouvelle université a Garoua ,Douala, Ebolowa Gaoundéré, Bertoua, Bamenda ces
nouvelle universités seront plus adapté aux traditions Africaines enfin d’ avoir dans l’ avenir des
tradi praticiens maîtrisant tous les contours de la médecine moderne et traditionnelle
89 rénovation de nos lieux de cultes mosquées,cathédrales et églises et aide à la construction de
nouveaux lieux de cultes et affirmation du caractère laïque de l’ état
90 Dans le domaine des nouvelles technologies renforcement du taux pénétration des nouvelles
technologies dans tous les secteurs de vie informatisation total des douanes, la poste, avec
système enthranet permettant automatiquement la rentrée et la sortie des factures, bons.
Connexion sur l’ ensemble du territoire ceci permettra de connaître en temps et heures reel l’ état
des finances de ses services pour limiter les détournements et les factures frauduleuses
91 réintroduction de l’ instruction civique à l’ école ,collège lycée et université l’ intégrité et la
morale, diminution du train de vie des hauts cadres de l’ état en commençant par le president fin du
regime presidentiel pour eviter les déviances du passé
92 Aide à l’ installation dans chaque village d’ un téléviseur et création d’ un canal thématique pour
aider les habitants de nos villages de voir les expériences des villages étrangers et informer sur
tout ce qui peut permettre à l’ amélioration des conditions de vie et de productivité
93 création d’ une 2ème chaine publique de television et installation des émetteurs numériques
enfin de permettre la créations de plusieurs canaux de télévisions
Aujourd’hui le budget de l’ état du Cameroun est de 2500 milliard de Francs cfa chaque année le
président du Cameroun reconnais qu’ on perd au moins 20% de ce budget dans les détournements
et autres extorsions ce qui représente 500 Milliard Franc
en doublant nos produits d’ exportation agricole et pastorale l’ état peut engranger 200 milliard
en transformant 20% c’ est une plus value de 250 milliard.
dans un élan de confiance avec l’ état ,en formalisant le secteur informel recettes pour l’ état, des
plus de 1.000.000 de camerounais du secteur informel peuvent rapporter à l’ état 50 Milliard
La renégociassions des concessions et les prix bas exemple achat du kw/h vendu au plus gros
consommateur alucam. Camrail pour les trains et autres entreprises mal concédé ou l’ état ne
gagne pas ou très peu vu les bénéfices réalisés par ces entreprises au moins 100 Milliard
la budgétisation des recettes du pétrole peuvent rapporter au budget avec renégociassions 400
Milliard
Voici selon moi ce qu’ est le vrais budget de l’ état du Cameroun pour un an 4000 Milliard de franc
Cfa Avec ce budget le Cameroun devient un Pays Émergeant sort du lot des pays pauvres et
permet de doubler les salaires des Camerounais et assurer à chaque Cameroun un minimum de
vieillesse de 30.000 F CFA quand on a pas de Cotisation
